HP J6450 Power issue, lights blinking, turns itself back on after power down

I have an HP OfficeJet J6450 All In One.  This belonged to someone else previously.  When I plugged it in it started it's power up process and then suddenly all the lights came on and it said "Turn power office and then on."  I've done that at least 6 times and I still get the same thing.  Any ideas?
